WHO CONTROLS AIR CARGO SECURITY TRAINING?
All aspects of air cargo security training are controlled by the Department for Transport (DfT).  The syllabus is set by the DfT and individual course programmes and trainer approvals are also given by the Department.  The quality of training offered is continuously monitored and TrainingTeam is approved to offer all levels of air cargo training including X-Ray.

WHO NEEDS TRAINING?
If your organisation UK 'Regulated Agent' or employs drivers responsible for 'SPX or SCO cargo', then specific members of staff must attend Air Cargo Security training courses depending on their job function. The DfT directs you to look at each role and assess the level of knowledge each staff member needs to achieve effective security. There are seven levels of training, ranging from a general awareness for those staff with access to air cargo but with no direct involvement, through to those with supervisory and management responsibilities.

HOW OFTEN MUST STAFF ATTEND TRAINING?
The DfT stipulate that all levels of training be refreshed every two years.  Failure to attend such refresher training will result in the individual being required to re-attend the full course again at the appropriate level.  The only exception to this is the National X-ray Competency Test (NXCT) which must successfully repeated within 13 months of the previous test.

WHICH LEVEL OF TRAINING IS NEEDED?
Level A - General Awareness (½-day)

  • General awareness for staff who have access to secure areas but do not have direct involvement with air cargo. At this level students are expected to understand the potential 'threat' to aviation and the international structure that exists to counter it.

Level B - Drivers of Vehicles (½-day)

  • For drivers with specific responsibility for the safe transport of SPX and SCO (known) cargo by road and to be aware of the risks and vulnerabilities involved.  Note: Some drivers may need Level D - see below.

Level C - Protecting, Searching & Loading Aircraft

  • For staff involved with controlling access to, searching and loading of aircraft (Not currently run as a scheduled course by TrainingTeam, but can delivered by arrangement.  Call for further information.)

Level D - Handling / Preparation of Air Cargo (1 day)

  • For staff involved in the handling or preparation of air cargo.  This may include some drivers who previously only attended Level 4, but because of the nature of their job are involved with physically handling items of SPX or SCO (known) cargo.

Level E - Screening of Cargo (Hand Search) (1 day)

  • For staff to understand the screening methods permitted by the DfT and the order of priority in which they should be applied. All students at this level must be able to demonstrate the ability to physically examine items of cargo. (This session excludes X-ray screening procedures which are covered in a separate ½ day session - details below)

Level F - Security Supervisors (1½ days)

  • For supervisors of staff qualified up to and including Level E, or staff who have day-to-day responsibility for implementing Air Cargo Security procedures.  Supervisors are required to have a comprehensive understanding of the air cargo regime and the requirements of operating a 'Regulated Site'.

Level G - Security Managers (2 days)

  • For the 'Appointed Security Manager' of a 'Regulated Site' as nominated in your Security Programme.  NASP 2010 containing the Single Consolidated Direction (SCD) came into effective on 29th April 2010 requires 'Site Security Representatives' to attend this level of security training. The session focuses on the responsibilities of the Security Manager, setting procedures, establishing audit trails and achieving the standards set by the DfT.  A further responsibility of a Security Manager is the preparation and maintenance of a Security Programme.  Guidance on the contents and format required by the DfT of a Security Programme will be discussed on this course.

X-Ray (½ day)

  • X-ray training is intended for staff operating X-ray equipment and includes only Module 7 of the syllabus.  Students must hold a current Level E certificate.  Candidates are also required to pass the National X-ray Competency Test (NXCT) before they are qualified to operate an X-ray machine.
