EU
Directive 96/35/EC, now UK law, requires any undertaking
that transports, loads or unloads dangerous goods by road,
to appoint a Dangerous Goods Safety Adviser (DGSA). This
legislation applies to all shippers, road carriers, air
carriers, freight agents, and handling agents who are involved
in road transport of dangerous goods above the Limited
Quantity exemptions. The Directive requires the DGSA
to perform functions and duties in four main areas:

to provide advice to the undertaking
on the road transport of dangerous goods

to monitor compliance with the rules
governing the road transport of dangerous goods and
other practices and procedures

to prepare reports whenever accidents
occur during the transport of dangerous goods
by road in which the undertaking has a concern
-
to prepare
annual reports on the undertaking's activities in the
road transport of dangerous goods
To eligible for appointment, as a DGSA,
the candidate must hold a valid Vocational Training Certificate
obtained by passing
the examination set by the Scottish
Qualifications Authority (SQA). Our 'Useful Links'

Dangerous Goods Safety Adviser Course
This course is designed
for those candidates taking the Core, Road and All Classes
papers in the SQA exam. You will be given mock papers as
part of the course. The
course will also cover the scope of the DGSA legislation
and the duties of the DGSA including training, the annual
report, incident reporting, the legal status of being a
DGSA, elements of strategy, and problem solving.
You must apply direct to the SQA to book and pay for the
SQA exam. The 2011 exam dates and the corresponding deadlines for applying
(to the SQA) for the exam are listed on our DGSA course schedule page.
DGSA (Dangerous Goods Safety Adviser) Service Contract

NB: the requirement to appoint a DGSA
does not replace the requirement (under CAA regulations)
to train staff involved in the transport of Dangerous Goods
by Air. Also, under UK Health and Safety, ADR and IMDG regulations,
all staff involved in the packing, handling, documentation,
loading or unloading of dangerous goods by road or by sea
must receive training appropriate for their duties and
responsibilities.
